TotalEnergies Wins Tender for France’s Largest Offshore Wind Farm

TotalEnergies has won the Centre Manche 2 offshore wind tender, securing the right to design, build, and operate a 1.5 gigawatt (GW) wind farm off the coast of Normandy, which will become France’s largest renewable energy project to date.

The project, located more than 40 kilometers offshore, is expected to generate around 6 terawatt hours (TWh) of electricity annually—enough to power more than one million French households.
The electricity will be sold at a fixed rate of €66/MWh, underlining the government’s push for competitively priced renewable energy.
Initially developed alongside RWE, the German utility has since announced its intention to exit the consortium pending regulatory approval. TotalEnergies confirmed it will carry the project forward, assuming all commitments, while exploring the possibility of bringing in a new partner.

With a €4.5 billion investment plan, the Normandy wind farm will be TotalEnergies’ largest industrial project in France in decades. Construction is expected to create up to 2,500 jobs, with 500,000 hours reserved for apprenticeships and workforce reintegration programs.
A final investment decision is scheduled for early 2029, with operations slated to begin in 2033 in line with grid operator RTE’s connection timetable.
Patrick Pouyanné, Chairman and CEO of TotalEnergies, described the project as emblematic of the company’s transformation and a demonstration of its commitment to France’s energy transition. He emphasized its industrial significance and the role of local stakeholders, highlighting the company’s long-standing presence in Normandy.
TotalEnergies has pledged to prioritize European suppliers for key components such as turbines and cables, further reinforcing regional industrial capacity.
Environmental measures include €45 million for mitigation efforts, €15 million for a biodiversity fund, and a commitment to recycle or repurpose more than 95% of wind farm components.
In addition to energy production, the project aims to integrate deeply with the Normandy region through a €10 million territorial fund supporting education, training, and cultural initiatives, as well as a crowdfunding scheme enabling residents to directly invest in the project.

The Centre Manche 2 project bolsters TotalEnergies’ growing offshore wind portfolio, which now totals 25 GW across Europe, Asia, and the United States. In France, the company is already advancing projects like Eolmed in the Mediterranean.
For France, this marks a milestone in its renewable energy ambitions, significantly scaling up offshore capacity as the government accelerates the build-out of clean power infrastructure to meet EU climate goals.
