NERC Schedules Stakeholders’ Engagements on its Proposed Net Billing Regulation
The Nigerian Electricity Regulatory Commission (“the Commission”), has scheduled stakeholders engagement sessions to further engage the public on the Proposed Net Billing Regulation. The Commission in exercise of its rulemaking powers under Sections 46 and 48 of the Electricity Act (EA) 2023, and in line with its Business Rules, developed the draft Net Billing Regulation to provide a framework for prosumer participation in Nigeria’s electricity market.

In the statement issued by the Commission, the draft Regulations were published on its website for public comments and consultations on September 4, 2025. The Commission appreciates all the comments and contributions it has received from stakeholders and members of the public in relation to the proposed Regulation and clarifies further that the scheduled public consultation sessions are designed to provide further opportunities for additional engagements and stakeholders feedback on the draft Regulations.
The further engagement sessions would hold as follows:
Lagos Session: Date: Friday, 17th October 2025; Time: 8:30 a.m.; Venue: Marriott Hotel, Ikeja
Abuja Session: Date: Tuesday, 21st October 2025; Time: 8:30 a.m.; Venue: To be communicated

NERC has called on stakeholders and members of the public to attend and participate in shaping the final framework for the Net Billing Regulation while reminding everyone that the draft Net Billing Regulations remains accessible on its website.
